Project Development Officer I (Contractual)

· Participates in the analyses & evaluation of project/research proposals and request, checks on development and proof of projects;
· Maintains liaison with offices/individuals receiving grants, follow-up projects and propose measures to ensure compliance with conditions in grants;
· Assists in the day-to-day operations of the Executive Office;
· Assists in planning, preparing budgets and implementation of activities and programs;
· Prepares routine correspondences, reports, memoranda, and other forms of written communication;
· Assists in the preparation, reproduction and collation of materials and other documents;
· Maintains Executive Office supplies inventory and anticipates needed supplies;
· Checks and classifies signed incoming and outgoing correspondences of the Executive Office;
· Maintains/monitors tracking of correspondences to program partners and other offices;
· Maintains the general files of the Office of the Director; and
· Performs other related function.

Project Development Officer II

· Supports the Assistant Director in evaluating and attending to the operational needs that cuts across all newborn screening centers (NSCs);
· Reviews current operations of NSCs and checks which part of the operations still needs memorandum/standard reference from NSRC; drafts reference in support of NSC operations;
· Gathers information on issues that cuts across operations of all NSCs;
· Drafts letter/memorandum related to operations that cut across all NSCs;
· Assists and coordinates in conducting investigations on complaints raised to NSRC;
· Reviews contracts, issuances submitted by the NSC for review; comes up with findings for discussion with the Assistant Director; and
· Updates serviceable area of couriers throughout the country for NSC operations reference.

EDUCATION : Bachelor’s degree relevant to the job

EXPERIENCE : 1 year of relevant experience (experience in the preparation, implementation, and monitoring of development project)

· Monitors, maintains and evaluates use of system software of all Newborn Screening Centers;
· Complies and writes documentation of program development and system software and its subsequent revisions, inserting comments in the coded instructions;
· Performs system analysis and programming tasks to maintain and control use of the system software;
· Evaluates and selects hardware and software requirements necessary for the implementation of the project; coordinates data and systems integration and interacts with end-users;
· Plans staff development programs and conducts computer training sessions;
· Writes computer programs based on the need of the office; and
· Performs other related functions.

· Establishes standards, policies and procedures relating to information technology of the office;
· Evaluates and selects hardware and software requirements necessary for the implementation of the project; coordinates data and systems integration and interacts with end-users;
· Monitors and evaluates use of laboratory information management systems of all Newborn Screening Centers;
· Plans staff development programs and conducts computer training programs;
· Maintains and administers the database of the organization;
· Writes computer programs based on the need of the office; and
· Analyzes IT resources utilization and renders technical assistance to users of IT-related matters.

· Assists the Director in the implementation of financial policies of the University regarding control of expenditures;
· Prepares periodic financial report and analyzes financial commitments and obligation necessary for management decision making;
· Supervises in the determination of fiscal requirements of supplies and materials;
· Supervises the accounting staff and preparation of trials balances and other financial statements;
· Review/verifies accounting, procurement and other administrative documents of accuracy of data and information;
· Assists in the preparation of internal operating budget;
· Certifies the correctness of DVs, BURs, POs, WOs and financial reports; and
· Maintains accounting control and plans distribution of work and guidance on work methods and procedures.
