The Newborn Screening Reference Center (NSRC), National Institutes of Health (NIH), University of the Philippines Manila is now seeking the services of self-motivated and highly-organized candidates to fill the post below:


Position: One (1) Development Management Officer III (under Follow up Services)

Salary Grade: 18 (Job Order)

Reports to: Quality Assurance Unit Head and NSRC Director

Location: Newborn Screening Reference Center, National Institutes of Health, University of the Philippines Manila, Ermita, Manila*


A. CSC-prescribed QS



Bachelor’s Degree relevant to the job


At least two (2) years of experience in the preparation, implementation, and monitoring of projects


CSC (professional)



B. Preferred Qualifications (Competency-based)



Graduate of bachelor's degree in nursing, dietary and nutrition, social work, or social sciences


8 hours of relevant training on project development and management


Minimum 2 years’ related work experience

C. Job Summary of Development Management Officer III (for Follow up Services):

The Development Management Officer III for Follow up Services shall provide support in the program implementation of the newborn screening long term follow up program and, in the monitoring, and evaluation of Newborn Screening Continuity Clinics (NBSCCs), Newborn Screening Centers, Newborn Screening Facilities, and Department of Health Centers for Health Development NBS program implementation at the regional level.


Primary Tasks of Development Management Officer III (for Follow up Services)

· Formulates plans related to NBS long term and short term follow up programs and facilitates their implementation to ensure quality service; facilitates the logistics, coordination and documentation of these activities;

· Implements periodic review of related data to identify program gaps and formulates strategies to address the gaps;

· Prepares periodic report on the status of the NBS long term and short term follow up programs;

· Participates in the review of the various components of the Newborn Screening Program; formulates recommendations for policies, guidelines for program improvement based on review findings;

· Consolidates and synthesizes reports and data for short-term and long-term case audits, participates in the audits; and provides feedback/report on major findings and recommendations;

· Monitors endorsements from short-term care to long-term care;

· Assist in the maintenance of the national registry of patients under the Long-Term Follow-up Care;

· Facilitates training of personnel involved in the operations of NBSCCs;

· Assists and participates in consultations, conferences, and meetings with program partners; and

· Other tasks as appropriate and to be determined.


This will be on full-time, initial six-month contract with NSRC, with high possibility of extension subject to performance evaluation. This is a Manila-based position.
