Position: One (1) Development Management Officer III for Program Review


Salary Grade: 18 (Job Order)


Reports to: Quality Assurance Unit Head and NSRC Director


Location: Newborn Screening Reference Center, National Institutes of Health, University of the Philippines Manila, Ermita, Manila


CSC-prescribed QS

Education: Bachelor’s Degree relevant to the job

Experience: At least two (2) years of experience in the preparation, implementation, and monitoring of projects

Eligibility: CSC (professional)


Preferred Qualifications (Competency-based)

Education: Graduate of bachelor's degree in nursing, medical technology, dietary and nutrition, or social sciences

Training: 8 hours of relevant training on project development and management

Experience: Minimum 2 years’ related work experience

Job Summary of Development Management Officer III for Program Review:

The Development Management Officer III for Program Review shall provide support in the program monitoring and evaluation of Newborn Screening Program at various levels of implementation. The DMO III will also act as overall coordinator and technical support to the six (6) Experts’ Committees to ensure timely periodic review of disorder cutoffs and algorithms, information materials for health professionals and parents, among others.


Primary Tasks of Development Management Officer III for Program Review:

In coordination with the Experts’ Committees, formulates annual plan of activities; facilitates the provision of support required in terms of logistic, planning and coordination to the Chairs of the Experts’ Committees Unit to ensure that objectives of the Experts’ Committees are accomplished in a timely manner;

Conducts monitoring and follow up to track progress of activities and provides additional assistance to the Experts’ Committees to ensure that deliverables are met;

Conducts preliminary statistical analysis of data sets from NSCs and NBSCCs for the review of cut offs and algorithms, recall and follow up, treatment and management, etc, by the Experts’ Committees.

Participates in program monitoring and evaluation activities;

Prepares reports as required by NSRC and program partners for program evaluation and planning;

In coordination with other NSRC units, ensures timely publication/release of updated cutoffs and algorithms, fact sheets, clinical guideline and other information materials on disorders.

Performs other related functions.


The position will be on full-time, initial six-month contract with NSRC, with high possibility of extension subject to performance evaluation. This is a Manila-based position.
