Newborn Screening Facilities (NSF)
Newborn Screening Facilities (NSFs) are the health facilities conducting sample collection for newborn screening. They are the frontline institutions in the implementation of the National Comprehensive Newborn Screening System. The NSF submits samples collected to Newborn Screening Centers.
Newborn Screening Center
The RA 9288 defines the establishment and accreditation of Newborn Screening Centers (NSC).
Newborn Screening Center is a facility equipped with a newborn laboratory that complies with the standards established by the National Institutes of Health (NIH) Philippines, and provides all required laboratory tests and recall/follow-up programs for newborns with heritable conditions. Presently, there are seven operational NSCs in the country.
Newborn Screening Confirmatory Centers
Equally important to finding a screen positive patient is recalling the patient for confirmatory test. G6PD Confirmatory Centers follow up patients with positive results and ensure that proper management for the patients are carried out.
NBS Continuity Clinic
Newborn Screening Continuity Clinic refers to ambulatory clinic based in a tertiary hospital identified by the Department of Health to be part of the National Comprehensive Newborn Screening System Treatment Network. It is equipped to facilitate continuity of care of confirmed patients in its area of coverage. Currently, there are 33 continuity clinics in the country.
Centers for Human Genetic Services
The Center for Human Genetic Services are facilities that cover island wide services (Luzon, Visayas, and Mindanao) and facilitates comprehensive clinical evaluation, appropriate management (Diagnostic and therapeutic), and genetic counseling services to families or individuals with genetic condition.
Centers for Health Development
The Centers for Health Development (CHDs) are responsible for the field operations of the Department in each region and for providing catchment areas with efficient and effective medical services. They are, likewise, tasked to coordinate with regional offices of the Departments, offices and agencies for health-related concerns, as well as with the LGUs, the DOH partners, in the implementation of various public health programs.
Endorsement from the Center for Health Development is a prerequisite for the assignment of facility codes to the health facilities during their application to be NSFs.

How to become a Newborn Screening Facility
How does one become an NSF?

- Organize a newborn screening (NBS) team. The NBS Team shall be chaired by an NBS Coordinator who shall oversee the NBS Process, collection of samples, release of results, prompt recall, and follow-up of positive cases.
- Download and fill out the institutional database form. The form can also be secured from the Newborn Screening Reference Center – National Institutes of Health (NSRC-NIH) or your respective DOH-Centers for Health Development (DOH-CHDs) or the BARMM Ministry of Health (BARMM-MOH).
- Submit the form together with the Certificate of Attendance in a Newborn Screening Training to: [email protected]

**Additional requirement:
– Private health facilities: DTI Certificate/SEC Registration/Mayor’s Permit/ Business Permit
– Public health facilities: Any legal document bearing the facility’s full name (i.e. DOH license to operate, local resolution)
- The application will be forwarded to the DOH – CHD following Department Memo 2018-0167 Application of all Health Facilities to become Newborn Screening Facilities. Endorsement from the DOH-CHD/BARMM-MOH is a prerequisite for the assignment of facility codes to the applying health facilities.
- Once endorsement is received, NSRC will send the following to the applicant:
- A welcome letter indicating the facility code.
- Administrative mechanics including how to order the NBS Specimen Collection Kit.
- Once the facility code and the mechanics are received, order the NBS Specimen Kits from the assigned Newborn Screening Center (NSC).
- Start offering newborn screening services once the ordered kits are delivered.
- Inform all sections concerned (e.g. Dept of Pediatrics and OB, Nursery) about inclusion of newborn screening in the facility

All inquiries for training will be forwarded to the respective DOH-CHDs/BARMM-MOH. Training and orientation are being conducted by the DOH-CHD and BARMM/BARMM MOH.

NSF Frequently Asked Questions
Where will we get our facility’s DOH-NIH newborn screening certificate?
The DOH-NIH Certificate will be awarded to all newborn screening facilities once they start performing newborn screening. It will be sent to the facility through its respective Newborn Screening Center (NSC).
NSRC will issue a temporary certification to active facilities in lieu of possible delays in the processing of DOH-NIH Certificate as brought about by the pandemic.
What are the requirements to receive the annual newborn stickers?
Only the active Newborn Screening Facilities (NSFs) will receive annual newborn screening stickers. Basis for the activity is the newborn screening samples sent over the previous year under your facility name and code.
We have not received the DOH-NIH certificate even if our facility has been offering newborn screening for several years, what could be the problem?
These are the possible reasons:
- The certificate was lost in transit.
- The certificate was received by the NSF but there were no endorsements to your Newborn Screening Coordinator.
- The certificate was returned to the sender.
Please call or email the Newborn Screening Reference Center to check if your DOH-NIH certificate has been sent. Kindly send a letter stating non-receipt and request for a second copy. Once approved, the NSRC will process another certificate for your facility.
What should we do if we misplace our DOH-NIH Certificate?
Kindly send a request letter with an affidavit of loss to NSRC.
We have not received the annual sticker and our PhilHealth accreditation is about to expire, what should we do?
Please call or email the Newborn Screening Reference Center. While we are checking your NSF status and tracking your sticker, we will provide a certification in lieu of the annual sticker.
Where will I follow up my order?
Please follow up your orders at your respective Newborn Screening Center.
What are the requirements to change the name of the facility?
Please send a formal communication signed by the Medical Director/Chief of Hospital/Municipal/City/Provincial Health Officer/Clinic Owner/Clinic Manager and attach any of the following documents:
- PRIVATE facility: copy of DTI/SEC or Business/Mayor’s Permit
- GOVERNMENT facility: copy of resolution signed by the “Sangguniang Bayan”/DOH Certification or any proof issued by any government agency attesting the approval of their change of name
Will PhilHealth still cover the NCP claims for those discharged early during COVID-19 pandemic, and was recalled for initial collection not in the ideal period?
Per policy (PhilHealth Circular 2018-0021), PhilHealth requires newborns to stay for at least 24 hours in the facility. If a claim is denied, your facility may file for a motion for reconsideration in the PhilHealth regional office and subsequent appeal in Protest and Appeals Review Department (Reference: PhilHealth Circular 03 s.2008). What will our facility do if there is a duplication of claims on the same filter card numbers?
If claim is denied due to duplication of the filter card number, you can get a certification from your respective Newborn Screening Center (NSC) that the card was indeed released to the health facility making the claim and submit it to PhilHealth with a copy of newborn screening test result when you file for a motion for reconsideration.
If it becomes frequent, report it to PhilHealth Main Office thru the Newborn Screening Reference Center (NSRC).
What will our facility do if there are delays in the reimbursement for PhilHealth causing also a delay in payments to Newborn Screening Center (NSC)?
Your facility may follow up with the concerned PhilHealth regional offices and reconcile the status of your claims.

Newborn Screening Center – Northern Luzon (NSC-NL) is the sixth DOH-accredited NSC in the Philippines established at Mariano Marcos Memorial Hospital and Medical Center, Batac City, Ilocos Norte. The unit has been offering NBS services in Ilocos Region and Cagayan Valley since May 2017 and has recently received its Go Live status for Expanded Newborn Screening on January 28, 2019.
NSC-Central Luzon, Meet the NSC-CL Staff
The Newborn Screening Center-Central Luzon is the fourth Department of Health (DOH)-accredited newborn screening center in the country. The center provides the most advanced newborn screening testing for a panel of six disorders and expanded newborn screening in Central Luzon and Cordillera Administrative Region. It is presently headed by Dr. Bernadette Mendoza with Dr. Crislyn Samia as Follow up Manager, Jerome Comelio as Laboratory Manager, and Maria Elissa Veronica Benipayo as Program Manager.
NSC-NIH, Meet the NSC-NIH Staff
The Newborn Screening Center-National Institutes of Health is the first Department of Health (DOH)-accredited newborn screening center in the country. The center provides the most advanced newborn screening testing for Expanded Newborn Screening in Regions 5, 4B and NCR. It is presently headed by Dr. Anna Lea Elizaga with Ms. Geralyn Valeza as Laboratory Manager, Dr. Alexandra Faye Cayabyab as Follow Up Head and Ms. Wenalyn Umali as Program Manager.
NSC-Southern Luzon, Meet the NSC-SL staff
Daniel O. Mercado Medical Center (DMMC), a tertiary hospital in Tanauan City, has been selected by the Department of Health (DOH) and the Newborn Screening Reference Center (NSRC) as the host institution for NSC in Southern Luzon. DMMC started running newborn screening samples from Region 4-A on September 2013. In 2021, the hosting of NSC-SL was transferred to DMMC Institute of Health Sciences, Inc.
NSC-Visayas Meet the NSC-V Staff
In Iloilo City, the West Visayas State University Medical Center is home to the Newborn Screening Center – Visayas. In order to serve babies in the Visayas and Mindanao regions, it was formally inaugurated in 2006.
NSC-Central Visayas 7th Newborn Screening Center Opens in Mandaue City
DOH’s Eversley Childs Sanitarium and General Hospital (ECSGH) in Jagobiao, Mandaue City, Cebu, hosts the country’s 7th Newborn Screening Center (NSC), which starts its operations on February 10, 2020.
NSC-Mindanao, Meet the NSC-Mindanao staff
Newborn Screening Center – Mindanao runs all samples coming from all over Mindanao. It started its full operations on October 2009. It is the third NSC accredited by DOH and international newborn screening experts. NSC-M is headed by Dr. Conchita Abarquez with Ms. Vanessa Delemios as Laboratory Manager and Ms. Sheila Guilaran as Program Manager.
Newborn Screening Confirmatory Centers
G6PD Confirmatory Centers G6PD Deficiency Confirmatory test was established in partnership with the International QA Program of Preventive Medicine Foundation in Taiwan. This is in addition to the existing external quality control and proficiency testing for thyroid stimulating hormone (TSH), 21 – α-hydroxylase (17OHP), total galactose, phenylalanine (PHE), which is in collaboration with the Center for Disease Prevention and Control (CDC) in Atlanta, Georgia Setting up of confirmatory testing centers for G6PD Deficiency Tertiary hospitals were identified in the different parts of the Philippines which were equipped and were willing to integrate G6PD enzyme assay as one of their services. By the end of 2024, there are 31 G6PD Confirmatory Centers in the Philippines. Confirmatory reference laboratories for the other disorders such as the metabolic disorders and hemoglobinopathies were identified in 2014. To qualify as a G6PD Confirmatory Center, the interested facility is expected to meet the following requirements:
□ Department of Health (DOH) Health Facilities and Services Regulatory Bureau-licensed hospital based tertiary clinical laboratory
□ Comply with the cost of the G6PD confirmatory test set by the DOH. (Currently set at Php400.00)
□ Comply with the standards set by NSRC to ensure good laboratory practice, specifically:
- Ensure Internal Quality Assurance within the laboratory
- Participate in the External Quality Assurance Program by NSRC and Preventive Medicine Foundation, Taiwan
- Participate in seminars, workshops, and other activities related to Newborn Screening, especially with G6PD deficiency
□ Provide skilled medical technologists to extract blood from neonates and trained to perform the G6PD confirmatory test
□ Provide an automated Clinical Chemistry analyzer validated to perform the G6PD confirmatory test and regularly maintained.
□ Purchase and maintain a stock of the required G6PD confirmatory test reagent kits and controls
□ Provide G6PD confirmatory test regularly (at least once a week) and immediately release G6PD confirmatory results
□ Submit a G6PD report of patients who underwent the test through the online database once a week
Newborn Screening Continuity Clinics (NBSCCs)
Newborn Screening Continuity Clinic refers to ambulatory clinic based in a tertiary hospital identified by the Department of Health to be part of the National Comprehensive Newborn Screening System Treatment Network. It is equipped to facilitate continuity of care of confirmed patients in its area of coverage. There are 33 continuity clinics in the country located in tertiary and government hospitals in 14 regions. Mimaropa region is being handled by PGH NCR; Caraga region is being handled by SPMC Region 11 and; BARMM is being handled by CRMC Region 12.

Satellite Clinics in the Provinces
Satellite Clinics (SC) is an outpatient clinic that directly coordinates its activities to a designated Newborn Screening Continuity Clinic (NBSCC). The SC assists the NBSCCs with the recall of positive patients within the coverage area which require confirmation, as well as confirmed cases requiring evaluation, referral, and long-term management. It is responsible for providing consultation services to confirmed cases seeking medical attention or those referred by other health facilities and health service providers.

Centers for Human Genetics Services
The Center for Human Genetics Services (CHGS) are facilities that cover island wide services (Luzon, Visayas, and Mindanao) and facilitates comprehensive clinical evaluation, appropriate management (Diagnostic and therapeutic), and genetic counseling services to families or individuals with genetic condition.

DOH-Centers for Health Development (DOH-CHDs) The Centers for Health Development (CHDs) are responsible for the field operations of the Department in each region and for providing catchment areas with efficient and effective medical services. They are, likewise, tasked to coordinate with regional offices of the Departments, offices and agencies for health-related concerns, as well as with the LGUs, the DOH partners, in the implementation of various public health programs. Endorsement from the Center for Health Development is a prerequisite for the assignment of facility codes to the health facilities during their application to be NSFs.
