The Department of Health Bicol Center for Health Development (DOH Bicol CHD), in partnership with the provincial health offices, conducted a Monitoring and Evaluation (M&E) activity to assess the performance of newborn screening facilities (NSFs) in the provinces of Albay and Sorsogon. Priority was given to facilities with high unsatisfactory rates based on their 2024 performance rating.
The activity aimed to ensure that all NBS facilities consistently adhere to program standards and protocols. Specifically, the M&E focused on assessing compliance, identifying areas for improvement, and verifying the provision of timely, accurate, and high-quality screening services for every newborn.

During the activity, the monitoring team engaged with the NBS coordinators and health facility staff through interviews, record reviews, and on-site observations. Feedback and recommendations were provided to help facilities improve their processes and address operational challenges, such as delays in sample transport, limited trained personnel, and occasional stock-outs of ENBS kits. Best practices were also highlighted, including complete and well-maintained logbook records and timely updating of the integrated online reporting tool.
The activity also served as an avenue for the DOH Bicol CHD to extend technical assistance to the NBS staff, particularly in facilities identified as needing further support—such as those with high unsatisfactory rates, training gaps among personnel or gaps in compliance with ENBS policies and reporting requirements. This approach not only addresses existing challenges but also strengthens service delivery, enhances facility capacity, and promotes continuous program development.
Overall, the NBS monitoring and evaluation activity reinforced the importance of continuous quality improvement in the program. The DOH Bicol CHD remains committed to protecting every child’s health through accessible and quality newborn screening services.
